DIETs are a part of a larger strategy to achieve national goals in the areas of Elementary and Adult Education. Various components of the strategy are interdependent and mutually reinforcing. DIETs cannot therefore afford to view themselves in isolation, and must faithfully discharge their role of supplementing and complementing other parallel initiatives.
The Concept.
District Institute of Education and Training (DIET) is a nodal agency for providing academic and resource support at the grassroot level for the success of various strategies and programmes undertaken in the areas of elementary and adult education with special reference to Universalisation of Primary/Elementary Education and National Literacy Mission (NLM) targets with regards to functional literacy in 15-35 age group. DIETS are the special institutions established with the special aim of improving primary education.
The basic transaction approach of the DIET is placing the learner at the centre to make education a joyful, innovative and satisfying learning activity, rather than a system of rote and cheerless authoritarian instruction. In the case of Adult Education programme Functional Literacy should be imparted to adults in a participative, learner-active mode.
Pursuit of excellence would have to inform all activities of the DIETs. in which context, it will have two

Functions of DIETs can be classified into four categories.
Training
DIETs are expected to provide training inputs to the various personnel or educational institutes of the district.
Research
In order to sustain the status and position conferred on them and in a state of readiness to meet the challenges of the future, DIETs have to be continuously equipping themselves.
Resource Support
Providing educational services, resources and advice to elementary schools and education centers in the district.
Misc. Functions
Regular monitoring of the learning imparted in schools and evolving monitoring mechanism with local specific inputs & other Miscellaneous Functions.

It is widely recognized that teachers play a crucial role in improving the quality of education. As such, training of primary teachers and their trainers, heads of Cluster Resource Centres (CRCs), Co-ordinators, Block Resource Centres (BRCs), DIET faculty have been given adequate importance in the programme.
